He couldn't learn the basic Bushin no jutsu you mean, but he learned kage bushin no jutsu instead. Kawarimi no jutsu is another case, as far as I remember, Kakashi and Sakura have been seen using it. No one else comes to my mind, but it doesn't mean they can't use it as well though.... Dunno.
