If you have Izanagi, you can change your reality into an illusion. Danzo could've used Izanagi to undo his weakness, and become strongness. Danzo could do this and give himself God level power and also make his Kotoamatsukami spammable like Obito's kamui. He could've controlled all the shinobi...

I don't think anyone has a counter for KA or Izanagi. Well Itachi's Izanami might counter Izanagi but that's it.

Mangetsu was said to be able to wield all 7 swords, yet we didn't even get to see him use all 7. His hype was pointless. Hiruzen mastered so many jutsu and was said to be a god, yet we don't see proof. I believe these two need some long flashbacks or fillers.
