If you have Izanagi, you can change your reality into an illusion. Danzo could've used Izanagi to undo his weakness, and become strongness. Danzo could do this and give himself God level power and also make his Kotoamatsukami spammable like Obito's kamui.

He could've controlled all the shinobi nations just by that. Too bad he only used his methods for combat.
