Well I won't argue and say Obito will win, but this is close match Picoolo can regenerate so can Obito as Juubi Jinchurki Picoolo shots energy beams , Obito can shoot TBB. Idk about Picoolo being faster then Obito...He shown great speed feat as well... and considering that as Juubi Jinchurki...
