It’s really just that Kishi for whatever reason wanted Nagato to be literally the only rinnegan user to use all six abilities. And besides, he even got that rinnegan from Madara to begin with. Any reason for the others not using it is all down to the author.

The OST for that show isn't exactly much to write home about anyway. Tsuneo Imahori was also a member of the Seatbelts that performed material for Cowboy Bebop. That might explain why the stuff he did for Trigun sounds similar.
