If Kotoamatsukami is able to control a perfect jinchuuriki or a bijuu itself, then it is clearly Shisui no doubt, if not then it is Tobi consider his power was able to control a perfect jinchuuriki in years. - And that means to set the bijuu in a genjutsu.

That doesn't mean your not wrong. Shisui and Itachi was known as the clans 2 best shinobi at the time. How do you know Itachi better, like you said we never saw Shisui in a battle. From what I read and understood Shisui had his MS b4 Itachi. So while Shisui was alive he was a better Genjutsu user than Itachi. Years went by and Itachi learned how to use his MS more while being entrusted with Shisui(Most Power) eye. How can someone known nation wide for his genjutsu skills be so underratted

Itachi has paralysis 3T genjutsu, finger genjutsu, and some other basic Sharingan Genjutsu.

Yeah, that sounds fair to me. I'll agree there are more powerful Genjutsu out there but Itachi is the most proficient in Genjutsu itself.

He never encountered Madara. He thought Tobi was Madara, so when he says that, he was talking about Tobi. Also, he encountered Tobi during the Uchiha massacre and at that time, Shisui was already dead, so it's not impossible that Shisui was his mentor when he was alive, and Tobi became his mentor after that

Yh but even if Shisui was Itachi's mentor people do surpass the mentors like Naruto and Jiriaya. Itachi has probably surpassed him in Genjutsu after all Itachi has shown the most proficiency and prowess in his Genjutsu and he is the Master of Genjustu. Shisui may have the strongest Genjustu but Itachi is the best at it.
