Shisui has the most powerful (arguably) Genjutsu.

Itachi is BETTER at using Genjutsu than him.

Therefore, Itachi > Shisui, in terms of Genjutsu.

Here, some people are saying Shisui because of kotoamasukami, but thats not correct, kotoamasukami is actually a weak genjutsu, that can be broken easily when the user realizes that he is in genjutsu, as mifune broke it itself after realizing it. only advantage is that user is NOT aware that he is in genjutsu......

but try to break tsukuyomi without sharingan.......and you will FAIL AND TROLLED for 3 days.

Um, as far as we know, Shisui is the only one capable of utilizing Kotoamatsukami. After Shisui gave one of his eyes to Itachi's crows, crow-senpai could use it, but it's still Shisui's jutsu so yeah, Kotoamatsukiami for the win.

Um, no. So far its been shown that the Ao with his Byakugan can sense when someone is under Kotoamatsukami, and that's only because he'd fought Shisui before and clearly remembered the color of his chakra. If one doesn't possess either a Byakugan or this info, it could be assumed that it's near impossible to realize your under Kotoamatsukmai and break out of it
Also, a Jinchuuriki can break out of Tsukuyomi
