Then what is the difference between reacts but doesn't dodge? Does it mean the ones who can react but not dodge have another way of avoiding susanoo arrow without physically dodging but you didn't bother listing it?

Nah. It means that they have no way of actually avoiding it or countering it besides the select few who can take a hit and live due to some jutsu (Oro, Tsunade/Sakura possibly, Hebi Sasuke)

I meant what is the difference of say SM Jiraiya not reacting but still mentally reacting compared to Hebi Sasuke reacting but not dodging. To me it seems the same result and there was really no need to differentiate.

Yeah I know. I specified "reacts but doesn't dodge" for Sasuke because Oral Rebirth can be used before he gets hit as it doesn't require hand signs. I said "doesn't react" for Jiraiya because he has no jutsu I can recall that'd let him be able to actually react.

So the result is different. Sasuke can react and survive. Jiraiya can react mentally but with no actual jutsu that can be activated that fast saying he reacts is pointless. I only clarified everyone can mentally react so someone wouldn't read my post and think "doesn't react=doesn't mentally react".

Nice! Thanks. Forgot add onoki and mei. Also is it possible for Kn4 and pain arc SM naruto to tank the arrow?

Onoki and Mei don't react, and KN4 shouldn't get one shotted by the arrow but heavy damage should be taken. SM Naruto gets run through with no resistance though.

If Danzo can erect a tree out of his arm in time, I don't see why top tier shunshin users like Itachi couldn't avoid it from a similar and favorable distance.

Yeah, but that required no hand seals and it's Mokuton. Completely different action and much easier to perform than an actual evasion. Though I'm not going to say the idea of him dodging is impossible. I'd say from the distance Kakashi was from is too close, but Danzo is far enough for him to dodge even if narrowly.

Depends on the type of reaction. React well enough to move an inch? Sure. React well enough to block? No.

We know that Itachi's mental reaction and jutsu execution is extremely fast seeing how he countered Kirin at the very last moment, where Sasuke thought he was obliterated. But it's movement, and if you can't even make hand seals you can forget about running or using Shunshin, but I agree with the rest.
