The wikia isnt a fact, they are just assuming he can because he is a bijuu, the same when they assume that he has tailed beast telepathy. But its invalid since he has never done it.
Comparing his wind jutsu to a TBB is like comparing an ant to an actual bijuu.
All the Bijuus (2-9) would beat Shukaku with TBB so yeah hes the weakest.

Like I said they didn't collided head on, naruto hit under it, it couldn't have overpowered it as they didn't hit head on

It doesn't prove anything, all it proves is that a tbb can be used to counter a tbb

Based on manga feats he is? What? Solo'd Gamabunta. Enabled The Third Kazekage (The Strongest Kazekage we know) to create Iron Sand (based off the ability obviously sand related of the previous Jin of Shukaku), had to be defeated by The 4th Kazekage's Gold Sand in which he also created to defeat Shukaku. Empowered Gaara to defeat Sasuke.
