You can't really use the fight against Orochimaru as a true example of Jiraiya's strength. Tsunade drugged Jiraiya and he wasn't fully in control of his chakra. It took him two tries to summon Gamabunta, he couldn't use Dark swamp or Ino Jitsu to their normal capacity. It's fair to have an argument, but your basis for it is unstable.

Jiraiya is given credit for everything we seen him do and he said he's not good at genjutsus meaning in using them, he does know how to deal with them and taught Naruto how to cancel genjutsus. Jiraiya gots way more experience than Itachi and was around when there was strong uchias around and could of spar with some. Itachi didnt leave with kisame just because he didn't want to fight Jiraiya, he said that if the three of them were to fight then all of them would die and getting the nine tails could wait. Itachi knows how strong kisame and Jiraiya are and can't just say a lie like that to kisame because we all know that kisame is really strong and isn't stupid and would of known if what Itachi said wasn't true. When kisame and Itachi first became partners they already knew all about each other and didn't trust each other which is probably why Itachi always had his sharingan active. Kisame is knowledgeable and would hear about how crazy strong Jiraiya is, it was also mention that atkastki(sp) didnt even try to capture Naruto for the two and a half years because he was with Jiraiya back when sakura was asking about them in the save Gaara Arc.
