its pretty wild to assume a sealing jutsu has anything to do with breaking a genjutsu. Jiraiya was immobile when he used that stomach jutsu, considering that itachi could have used amaterasu and end him right on the spot is proof enough he underestimated them. And he clearly stares into itachi's eyes.
