Like due to the force of the fire jutsu's, let's say I use the s rank fire jutsu great fore annihilation, as the 5 tornodaoes are sent to me, now the tornadoes would be infused with the fire, but due to the pressure at which the fire jutsu is used and coupled with the stated facts then I think that it could be redirected back at the user....

The fire would simply consume the wind, become weakened, and continue onwards. What you said could be possible IF the techniques were both traveling in the same direction. That would make it a combination attack. But, since they are traveling against each other, they do not combine.

Yes. Opposing techniques will mostly ALWAYS clash. Wind is only strengthened with fire when they are released in the same direction, at similar points in the timeframe.

Focus your chakra, and then perform the Rat hand seal. You release wind currents from your palm that can travel wherever in the battlefield. The currents pick up gravel, sand, leaves, etc. to create a dustscreen that can be used to block your opponent's sight. This technique is similar to a fire-stream in the regard that it needs constant chakra usage to maintain it. So, once you use this, you cannot use other techniques until you release it.

How i performed it
Sasuke starts to build his chakra channeling it to bus right hand palm, sasuke then brings his hands together to form the rat hand seal, simultaneously using nature manipulation to transform the chakra in his right hand palm into wind, sasuke then releases the wind chakra from his palm, then using shape manipulation on the wind as its released from his hand, sasuke forms a wild wind current, and then sasuke thrusts his palms forward releasing the wind current and also releasing a constant amount of chakra as the wind current travels through out the battlefield picking up little debris as it moves further.
Advantages
It blocks eyesight, its also capable of being a defensive jutsu, since the jutsu first states that the wind is released from the palm of the user, it believe it can be a good defensive jutsu against most lightning attacks.
Disadvantages
With the amount of air current happening and all it picks up, one would think it would have enough force to push back the opponent atleast/damage him in some way, but it does not but block eyesight.

You counter would kill me, well first it would kill the air currents and then come at me, with a lesser rank but still with enough heat intensity to evaporate me .
The Speed Rate
I'd say medium to slow, medium because of the formation of the hand seal, building chakra releasing it, shape manipukation to create the air currents, "to slow" because of the stretching through out the whole battle field.
