Urm what i'm thinking is that, let's saw you and I are in a spar, and then we are short range from each other, I start to perform this technique, now you seeing me bring my hands together would like to react, you form a single hand seal and release lightning which travels extremely fast, due to us being at short range, your could have performed your hand seal and released the lightning when i'm probably at my 3rd hand seal, what i'm saying is, I require four hand seals and you require one, you can intercept my formation of hand seals anytime.

That is what we call a time-frame breach. If the wind was your first technique, there is no way I could release the lightning before you release the wind, because your first technique always has to happen before I can use mine.

How i performed it
Sasuke starts to build his chakra, using the fan that his sensei had given him before, sasuke channels his chakra to his hands and through to the fan, sasuke then prepares to swing the fan horizontally from his left to right, he then focuses on the chakra he channeled to The fan, using nature manipulation he transform it into wind, sasuke then does the swing releasing the wind chakra, right before its released sasuke uses shape manipulation to form the wind into a tornado, as the wind tornado heads towards the clone sasuke focuses on it, as it hits the clone, with his(sasuke) hands still on the fan sasuke swings the fan in an arc vertically from down to up, after that he turns to the opposite direction and then swings the fan vertically downward, this crashing the clone that was trapped in the tornado on the ground crushing him in the process causing him to poof.
Advantages
It traps the victim, which means that once the victim is hit by this jutsu I don't think he can perform any other jutsu until this one is over.
Disadvantages
I can really see a disadvantage, its a swing of the fan and a tornado is released, no hand seals to slow It up or make openings. But the disadvantage here is that not everyone, have a fan.
your counter
Your counter is...absolute. A pure defense against this wind technique, its practically a wall of water which the tornado will hit, the water would prevent the tornado from getting close to you.
The Speed Rate
I would rate this technique as fast, its basically a swing of the fan and a wind tornado is released.

Sasuke starts to build his chakra, channeling it to his mouth, sasuke then performs the bird hand seal, while he focuses on the chakra he sent to his mouth,using nature manipulation to transform the chakra into wind, sasuke then opens his mouth and release the wind chakra in form of a stream through the use of shape manipulation, the wind that sasuke spits out picks of tiny materials(dirt) from the ground, sasuke then brings his hands together to overlap them and then he sends the wind to the made clone.
Advantages
It can also cause temporary blindness due to dust particles it picked up. It can also be mixed with fire to increase it damaging capabilities(I think)
Disadvantages

Then release a huge spiraling sphere of chakra from your mouth, aimed directly at my clone. It should hit and fling him back a long ways.

Sasuke starts to build his chakra, focuses it into his lungs, sasuke then performs some random hand seals, and as he performs it, he uses nature manipulation to transform the chakra into wind, sasuke then uses his right hand to pound his gut building pressure on the wind chakra that's in his lung, as it is then forced through to his mouth, aiming for the clone, sasuke opens his mouth and let's pressured and forced wind chakra to be released at the clone, but right before its released sasuke uses shape manipulation to form the wind into a sphere.
Advantages
It travels fast once released. The user can release more than one sphere of the wind bullet.(using how shukaku used it in its fight againt naruto),
Disadvantages
I don't know if there is a disadvantage here. Cause it says perform some hand seals, it could be 2,3 or 4. Maybe more. But if its more then it can be a disadvantage, but if it Isn't, well I don't know if there is a disadvantage

Rank wise, my counter would work. B-rank fire cancels out against A-rank wind. Also, the size of the techniques have to be considered. Yours is a large wind blast that has enough power to push large summons. Mine is simply shuriken with fire on them. Additionally, it's more of a medium to slow technique, than a fast one.

Not cancel out, but the size of the fire would not be sufficient to defend against the wind. As long as you understand what part of your description was wrong, you don't have to rewrite it.

It very good, the next will trap the target just like all other nets, but this one can also cut the target due to the wind.

The formation of 5 hand seals(if used as a secondary jutsu, your opponent can intercept it, preventing you from finishing the forming of the hand seals and the creation of the technique).

But if I already took aim before you use your lightning technique, I believe that you would be cut by the wind once I release it, as far as you didn't leave your previous position. The user whilst in this armor is resistant to A rank normal ninjutsu but is vulnerable to Lightning Techniques.

Sasuke starts to build his chakra, channeling it to his right hand, he then makes use of nature manipulation to change the chakra into wind, sasuke retracts his right hand to his left chest area, aiming at the clone he then swings it horizontally in arc from his left chest area to his right side, as the wind is released sasuke then used shape manipulation to form the wind into multiple blades of wind, still using shape manipulation sasuke gathers the multiple blade of wind at one point and forms a scythe which then hits and cut right through the clone, poofing it.
Advantages
Its a very good technique, a swing of the arm, and multiple blades are first released, then it forms into a scythe, which can slice through someone.
Disadvantages
I don't see any disadvantage,(if spot any please let me know)
your counter
A good counter you did, but you'll be damaged from being thrown back by the wind jutsu.
The Speed Rate
I would rate this technique as fast, its just a swing of the arm after multiple blades of wind, eventually a wind scythe is released. Nothing more to it
