Thats not how it works the only reason why gai was bending space was because he was releasing high amount of his chakra witch its nothing but phisical energy a.k.a mass.

Teleportation is defined as movement from one point in space to another without de-materializing. It doesn't consign with the concepts of speed, where movement must be on motion. Minato was referred as to as fast because of how ignorant and little to no knowledge those elaborating his technique had.

Naruto evading a light beam and crossing the earth's diameter is a bigger feat than anything Guy could possibly achieve.

Like I stated at precedent, his movement was proportional to the beam's. It's not like Madara moved his head the instant it was liberated. On the contrary, he moved his head after the beam had reached to what seemed like millimetres from Naruto. Moreover, we could alternatively affirm the events from that moment was valid on the grounds the portrayal was erroneously depicted and yet wouldn't disparage the result, that Naruto did evade a beam that liberated at the speed of light.
