Why feats proves Naruto is the fastest character on Naruto as a series.

In Kyuubi chakra mode he was compared to his fathers base speed. That's not that impressive, nor is the Raikage's speed when even 3T Madara easily reacted to it. I don't think he's the fastest character by any means especially if you factor in techniques. Anyone with space/time manipulation is technically faster. Including Sasuke. Also "implying" that something is the speed of light and it actually being the speed of light are so different. Madara's laser wasn't light speed in any way. If it was it would've hit Naruto before it was even visible to the eye.
