he's not stationary while using it either so he can still jump dodge run and all he needs is a second to undo and redo it plus nobody would be stupid enough to burn through chakra on the off chance they'll make him use it for minutes

Lol dude you are saying the same thing. You are hypothetically saying that Minato wouldn't have gotten faster in 17 years. He didn't even die in his "Prime" as implied he died too young by everyone in the Leaf.

The only Obito faster than Minato is Jubbi Jin Obito. That's the only fact that was ever proven.
