Mei and tsuande. I have to say, tsuande isnt that weak but you would expect more from the hokage/ legendary sannin. Yeah. Yeah but her healing powers are pure awesomeness so i praise her for that.

People debate Tsunade but mixing her medical power with fighting is just awesome, i agree with her being the weakest hokage though i mean the raikages we know of could go head to head with tailed beasts but i think the last hokage who may have been able to do that is tobirama lol...

And don't get me wrong i love mei, i think she is a good character with good abilities but she cant really keep up for long from the time the clone susano hit the field she was basically done, so much fear. however i do think she deserves her title of kage, she is just outclassed

Mei is the weakest, followed by Tsunade.

Well no, because then he dies. He can draw with a lot of people i suppose. Isnt it necessary to hold your opponent down in order to perform RDS? That isnt a given in most circumstances

Mei is strong. She may have not the right moveset to put up much of a fight against Madara, but against most ninja she is nearly impossible to kill. Yoton is too hard to defend against without Susano'o, and Futton is nearly impossible to defend against even with Susano'o.

As for OP, Minato is the weakest. And no, im not underestimating him. He has some fancy sealing but any of the 5 kage right now could kill him

Sorry man, im not buying it. He isnt getting hold of most shinobi like he was able to to the edos. And without that, RDS is useless for him. Hes shown jounin level techniques at best. His best move is his summoning, and thats not even that great
