Who has the stronger Rinnegan?

A single eye of Rinnegan of Madara < Sasuke's rinnegan. Madara will three eyes is definitely greater, at least
right now. Sasuke is not at that level yet, which could mean his eye is not as powerful, or that he has not
mastered his powers yet.

Madara's third eye doesn't count since it's a jinchuuriki power.

Sasuke's Rin'negan literally improves on every Rin'negan ability he has shown. Instead of Limbo (which is useless against Sasuke as he can see them), he has his Ame, which gives him nearly unrivalled speed which is faster than Madara. No core Chibaku Tensei means it has no weakness. Ability to use Sharingan techniques like Amaterasu and wide scale Genjutsu with his own Rin'negan. Improved Outer Path (can combine chakra into a construct from far away and has shown this on a higher level than Madara even has). And this is Sasuke who has only had the Rin'negan for one day. Imagine when Sasuke masters the Rin'negan after years... Incorporating simultaneous use of the Six Paths into his arsenal. Shinra Tensei amplified by Perfect Susano'o? Indra's Arrow followed by Asura Path barrage? The possibilities are endless. People fail to realize Madara had his Rin'negan for years and had time to learn and perfect the abilities, and his strongest ability got laughed at by Naruto.

Madara has had it and honed it longer than Sasuke, but Sasuke will surely surpass him. Sasuke has that instant jumping technique, Sasuke's has more feats but Madara is more skillful in its use. Sasuke is already using high level techniques though, impressing the Sage and Kurama.

I'm not sure what the Tomoe argument is supposed to prove. They're only there to prove Sasuke can use his Sharingan's power on top of his Rinnegan. It's not actually an argumentation that supposedly makes his eye stronger.

Madara's Rinnegan allows you to access to the 6 Paths, master every Nature Transformation, Limbo Hengoku and awake the 3rd Rinnegan after approaching the moon. Sasuke's Rinnegan isn't anything special.

He hasn't shown usage of all paths like madara has. We don't know if he has all of it. Probably doesn't, maybe some, since it's just one eye. At this point it's all speculations, maybe we'll see in the Last?​

He meant his skill to unite the chakra of the bijuus back to one which was exactly the opposite of what Hagoromo did... Madara for me... And you can not compare them because because Madara had way longer... Also we weren't shown Madara's Rinnegan full power...

Limbo by far was an amazing ability

However Sasuke S/T is also incredible


Each user uses there Rinne in different ways so there is no true way or set standard as the Rinnegan in itself is designed to do anything

Yeah but Madara taught Obito the Six Rinnegan Techs and Obito taught them to Nagato so Nagato used them all... So Madara knew all of them...

Nagato learned the Six Paths jutsu on his own after years of having the Rin'negan. All Obito did was continually persuade Nagato and Yahiko until they made the Akatsuki which would become the current incarnation we know of in most of the manga.
