I believe that the one who has done the most is Minato Minazake.
He has trully saved the leaf from the masked man and the nine tails by killing himself.
He is one of the most admirable characters in the naruto series!!!!!!!!!!

Danzo had no idea the extent to which Pein would destroy Konoha
He made the order for the destruction of the Uchiha to PREVENT A CIVIL WAR. I think that is noble enough.
On top of that he did loads of other dirty yet necessary work to make sure the Leaf survived. Without him, the Leaf would have been destroyed many times over for all we know. Itachi was following Danzo's orders the whole time.

Danzo is the one who created Pain (Nagato). That was Hanzo, my friend. All Danzo did was send some ROOT.

Ninjas that are young or got killed when they are young do contribute to the village, yes, but the influence isn't as spread out or strong as Danzo's lengthy reign in the shadows and Hiruzen's lengthy reign in the light.
Naruto has a lot of impact on the village so far, he'll surpass Hiruzen/Danzo in influence when Naruto turns into an old fart.

Danzo...begged Itachi? More like Danzo ORDERED Itachi. Which means that what Itachi did is directly because of Danzo, which means Danzo should be credited with it just as much as Itachi. On top of that, Danzo has done much more for the Leaf.
Tsunade saved thousands of lives in the Leaf, I think that is quite a feat.
Minato stopped the Kyuubi from destroying the Leaf, defeated Tobi, and gave Naruto the power to become what he is today, I think that is quite a lot.
