Naruto does have more than one speed feat. When he blitzed Kisame in KM, he was noted to be nothing but a yellow flash to the onlookers. When he dodged the Raikage's full speed, there was a strong comparison between him and his father. In BM when he smacked away half a dozen Bijuudama's moments before impact, Kakashi compared Naruto to his sensei.

The main issue is that when a character has an overpowered technique at their disposal, it is either forgotten or nerfed for plot - otherwise, defeating them or challenging them would be unrealistic. This is why Madara forgot he can drop meteors on people and save himself the trouble of fighting. This is why Kakashi, throughout most of Part II, forgot that he has a space-time jutsu at his disposal. This is why Naruto's speed fluctuates throughout his fights.

Although another explanation could be that Naruto simply has not fully adjusted to that speed yet. Afterall, he just learned it yesterday according to manga tme. Perhaps to use the "flash" speed, he has to actively use Shunshin or something. His standard running / battle speed probably is not on that level. His running speed doesn't look much different than the running speed of other standard characters (not counting the Raikage).

The answer is the same answer as to why Madara has literally done nothing since he arrived at Naruto's position, and why Obito has not used the Rinnegan once yet. Kishi wrote himself into a wall. He gave the character too much of an advantage, so to compensate that he has to go against the logic of things and have the characters not exploit their advantages.

This, people need to understand that these characters have no mind of their own. Its all kishi's doing.
What is clear a character will not act on it until kishi decides to. Its called plot. Or plot induced techniques, we have seen them all.

All these 1 hit ko techniques we know in the series, how many have actually killed anybody?.

But there are other reasons for naruto's speed.
Naruto might hold the fastest foot speed in the series but he lacks battle experience with his speed.

Naruto's fighting style is still very much is rasengan variants, his modes and kage bunshin.
That is naruto. He has the kuchyiose, but he rarely uses it unlike jiraiya who's majority of his techniques are from the frogs.

Naruto doesn't belong in the same category as Ai, obito, minato, gai/lee.
These shinobi;s depend on their speed to overcome their opponents. Its something they have trained at and are experienced at. Naruto might beat all of them in a foot race, but he has yet to properly incorporate this speed into his fighting style. He uses it in short bursts and that is it

Another thing people forget is that there are different forms of speed.
There is body speed, foot speed and then they are those who are fast in the air, there also speed demons in water like hanzo/kisame.

Example people say why didn;t naruto take advantage of this scenario's [ , ].

Naruto's foot speed in those two scenario's is irrelevant because once in the air his foot speed isn't relevant unless he can walk on air which cannot. Onoki and deidara and possible mu and gaara are all faster than not only him, but also all the known shinobi's who take advantage of their speed.

What foot speed advantage has naruto got in the air.

Answer is none. Once in the air, naruto's so great foot speed isn't so great and that is why in the air he isn't or should i say cannot take advantage of his foot speed

Notice how in the first one naruto is running to the right with entire body leaning to right, and in the next he's now just leaning to the left with his head moved over to the left while raikage has already reached all the way into that back cliff. As far as i can tell, naruto didn't outspeed raikage and run all around him, he just stepped back on left foot and angled to the left so raikage would miss with the lightning straight.

EDIT: Also, in the bottom left panel. I tried to calculate the distance from naruto to raikage there and got about 9-10ft. In other words, naruto didn't move a ****ing inch, he just stepped back to let raikage rush past at high speed.

I will bring in a reason that I didn't see anybody else use.

Naruto's speed just isn't useful in this particular situation, Madara and Obito both have powerful defense abilities, if Naruto jumps behind them there really isn't much he can do.

Except beat them down before they are aware. IF he was really that fast. A shadow clone should blitz them like how juubito blitzed him with 0 reaction

well, you were pretty much trying to remove Naruto's speed and saying "it shouldn't be used in debates/vs threads" even though he have more than one feat with it, unlike Sasuke with kirin that only has one.

but now you say we should restrict it.... what about Sasuke, should we restrict his kirin too??

make up your mind....

it is clear kirin is restricted. Sasuke can never use it in the beginning of fights. naruto can't constantly use his speed
