Sasuke left the Village, so scary. How is that a crime? Even if he left to become Orochimaru's student he did technically "kill" him later on. Then after that he killed another "criminal" to the Leaf Village which was Itachi. That actually helped Konoha.
Later on Sasuke joined the Akatsuki and "captured" the Eight Tails Jinchuriki, but then later on everyone found out that he didn't. So technically all Sasuke did was cause a disruption in the Cloud Village and become a member of Akatsuki who didn't do much help.
When he went to the 5 Kage Summit Meeting, the only real crime he commited was kill Danzo and threatened Team 7 that he will destroy Konoha (which again, were just words and didn't end up doing anything). Danzo wasn't such a good person since he let Pain attack the village and try to control Naruto/Kyuubi, but he was supposed to become the 6th Hokage so yeah it was kind of big. He also fought the 4 other Kage and only did damage to the 4th Raikage by burning his arm.
Sasuke has done more good than bad in the latest chapters. He helped stop Edo Tensei, helped defeat Juubito, fought Sage Madara, and is currently fighting "Goddess" Kaguya. Lets not forget how he defeated Deidara, who was also a member of the Akatsuki.
Sasuke's Crimes weren't really big, and he's been taking down more enemies to the shinobi world rather than destroy it. So imo Sasuke has only commit 1 Real Crime.
