Here are my reason Shanks wasn't a Yonko
1)It's absolutely BS to spend a year in East Blue not defending his kingdom in NW if he was Yonko
2)A billion bounty crew can't be recognized by anyone even tho that island wasn't cut out like Zou or Wano
3)One of the biggest mystery why Shanks didn't used Conqueror Haki when the Sea king was gonna eat Luffy can be explained as Shanks wasn't still a proficient user and his Conqueror Haki most probably was at same lvl or little better than Pre TS Luffy at that point of time.
Just my two cents, the fact no one has ever been surprised to hear shanks is a yonko, especially luffy, leaves me to believe he's been a yonko for a very long time, at least very, very powerful even just when luffy was born
