I´m not trying to judge their powerlevels (still, I reckon´ Kakashi as the most versatile one), but their usefulness and potential for Konoha.

1) Kakashi (He is strong, intelligent, overall great fighter and capable leader, stronger than Tsunade, on par with Gai (debatable) in strength).
2) Tsunade (Strong, intelligent, one of the best medics in series, capable of running a village).
3) Shikaku (Brilliant tactic, I wouldn´t say he is Hokage material, but counselor, still pretty strong, but weaker than these 4 others).
4) Gai (powerhouse.. Kakashi´s eternal rival, but not an overall great fighter like him, doesn´t have the intelligence and experience to lead a village).
5) Hiashi Hyuga (leader of the strongest clan in Konoha, pretty strong himself).

It's more over lack of accomplishments than it is anything else..Tsunade has really done a whole lot of nothing to show her combat skills. Obviously she's a legendary medic, and that's awesome, but before we know if she's actually on Kakashi and Guy's level as far as combat goes, she's gonna have to have more than just 1 short fight.
