What about Madara's IT? If we include it, then Madara is NO DOUBT number one. Followed by Shisui's KA and Itachi's Tsukuyomi.

Why do people refuse to pay attention to the topic.
Its not about the power of genjutsu, but about how skilled someone is in genjutsu.
Itachi's whole fighting style is based around it, he can cast genjutsu from clones, crows, fingers, eyes, he can even genjutsu people without the need of 5 senses, even people who shut off their vision and are not supposed to fall under genjutsu.

He is most skilled user in genjutsu.

IT, Koto > Tsukuyomi

But feats show us he was most skilled in fighting with genjutsu and incorporating genjutsu frequently in his tactics/battles.

Its about the users' personal ability and skill, not just the power of a jutsu.

And so far, Tsukuyomi i'd say its the most useful in a battle since you literally cripple your enemy, while Koto can simply make one attack his teammate but can easily comeback to normal by having someone disturbing the chakra, while Tsukuyomi damages the enemy in a strong way and even if somebody disturbs their teammate's chakra, the damage is done.

IT has only shown us to put people in a fairy dream, with no dmg whats so ever.

The problem is, Madara taught him how to do both of these things. Itachi, Shisui, Madara, and Sasuke learned all these things on their own. Itachi's eyes house the ability to control Kurama as well, and controlling a PJ isn't as hard as you think it is if Hebi Sasuke alone could enter the dimension between Bijuu and host and repress the Bijuu by himself.

Again, its not about the jutsu's power, but about the skill of the caster.
All Kaguya/Madara needs to do is look at the moon. It doesnt take much skill to do that xD

And since when was 'genjutsu skill' defined solely as fulfilling the requirements to get someone into ANY genjutsu?

Itachi can put people under genjutsu from clones, crows, finger, eyes, even without using the enemys' 5 senses(Izanami, in certain cases).

He has shown much more feats in incorporating genjutsu in his battles in various ways, others have not. Just simple user->enemy eye contact genjutsu.

Itachi is more skilled in trapping enemies in genjutsu. Tsukuyomi is a powerful genjutsu, damaging and crippling enemies in a battle, I can't believe how people portray it as something weak just because of godly IT and koto, which hasnt shown any destructive/offensive feats rather than just manipulating someone's brain without them knowing.

But, on topic, its about users ability to use genjutsu, not the power of a genjutsu alone.

itachi: yes apart from tsukiyomi we have seen alot of genjutsu

shisui: koto which yes if he has it he can spam it

Why downplay Sasuke? Him being able to do it shows that he's powerful not that it's nog difficult.
