Kishi disagrees. Hell, the supposed creator of the jutsu openly admitted his inferiority to Minato in using the tech. Moreover, whats the point in saying 'no copied jutsu'? It depends on how well one can use the said jutsu rather than who created it originally. By that logic, Naruto, since Tobirama created shadow clones, Naruto can't be better than him with it. Moreover, we can't even say that Minato copied FTG. The seal he and Tobirama uses are different, and Minato cant teleport to Tobirama's seal, meaning the jutsus are in a sense unique and original.
If anything, its like Rasengan and Rasenshuriken are Minato's original techs. Minato created Rasengan. Naruto created rasenshuriken and Kakashi called it Naruto's original jutsu, but it has rasen in the name and has a rasengan in the center, the original of which was created by Minato and therefore, rasenshuriken is Minato's original jutsu and Naruto copied it. Now tell me why that is ridiculous BS?
And please don't go sprouting nonsense like Minato copied rasengan from TBB. Both are vastly different techs with the only similarities being their shape and lack of handseals needed. Minato might have got the idea from TBB and its mechanism. That doesn't equate to Minato having copied it. Newton ostensibly got the idea of gravity from an apple falling to the ground. And that means Newton stole the idea of gravity from a freaking apple. Minato observed a jutsu, and that sparked an idea in his head, and he went on to create a tech that can be used as conveniently as TBB, with less energy requirement and power, obviously, since he wasnt a bijuu, different effect (spiralling attack, remember?), and same perks (no need for handseals) that can be used by a HUMAN.

Assuming no borrowed power means no clan perks and kekkai genkai (I'm excluding Hashirama, wood release maybe unique to him, he's still a senju with the cells and physical prowess of the second son, which could compare to the first son's heir's sharingan)
1) Minato (Not from any know clan and can kick ass almost any and all elites-by-birth)
2)Tobirama(From what we know, he invented most of his main techs, only prob is that i consider him below Minato in combat)
3)Hiruzen(Lacks feats to put him above either Minato or Tobirama, but, I think we can safely say this much from the hype he was given)
