. Tobirama is more than 2x Mei's age so whatever he use are either what he made or learned from someone else but so far he seems to have created everything he shown to use.

We lack info on the 1st and 2nd Raikage to be sure.

Sorry but acid mist/Lava = Mei's tech. She doesn't need to use water dragon. unlike Minato and etc whose main arsenal is derived from FTG =].
