He placed his hand and armor in Mei's water dragon to paralyze madara. So it is fact he can choose what to do with his armor it would seem.

I knew there was an example supporting my post. I was just looking through old Raikage fights in the manga to find one but you beat me to it.

Only read the bottom because unless i see a scan or Ei claiming his can shock people with his armor then your argument is moot... No it's not because ration travels through water by default my friend...

here is the page proving he can indeed shock with the armor.

And why does Raiton travel through water by default? Because Raiton is Raiton and thats its nature. Its also electrocutes and paralyzes. Why? Because thats its nature. Now you're just making my points stronger.

By feats Raiton carries different priorities. One is focused in penetration others are focus on electrocution. When talking about Raiton that doesn't electrocute naturally, and focus on penetration, it seems that it only reacts like electrocution only in a response to water or suiton.

Wrong. Ays Raiton doesn't carry properties that Sasukes Raiton doesn't. The user manipulates the potency and properties of it as they see fit but its still Raiton so they all carry the same properties in the end, its just up to the user on how they manipulate it.

Sasuke can manipulate his Raiton to pierce/cut or electrocute depending on how he uses it:
In that situation he needed to capture Bee, not kill him, so electrocution to knock him out was the best way to go. If he wanted to, that Chidori was certainly putting a whole through Bee since one gave Ay a shallow cut through his Raiton Armor. Heres examples of Raiton electrocuting and paralyzing with no Suiton source:

Even with no Suiton source they still get electrocuted and paralyzed. Why? Well as you said, it seems Raiton reacts like electrocution only in a response to water; humans are 70% water. Its as simple as that.

Edit- This goes for pretty much any nature to be honest. They manipulate it according to how they need to use it. Its the same reason Temaris Futon didn't cut the Samurai up but instead she manipulated it just to remove their armor from them.

Which I am partially agreeing with. If the user uses Raiton for the properties to penetrate, it will lose it focused of electrocuting his opponents. Thats how I see it when encountering every character that been hit by its penetrated properties.

Your examples are supporting my point I was making as you can see it only reacted with Suigetsu adding water to it (link 1 and 2).

Link 3 supports my point here as lightening clone properties isn't to penetrate its opponents but to electrocute.

Link 4 also supports my point as Sasuke change the properties of Chidori into a current which lack its focus into a single point for penetration.

Link 5 is the only one that looks like it doesn't support my point. As this ability is focused for penetration and yet Yamato stated was going numb. The viz translation stated that Yamato only stated that only the area he felt it was where he stabbed him. So it didn't travel all over his body and electrocute him. Which is accurate since he could move and escape from it, just like Orochimaru, whos was stabbed and blood was split on his Raiton.

But yea in the end their is less focus on certain points of Raiton priorities depending on the properties, which is my main point.

Those are completely not the same thing... Chidori doesn't shock yet it can travel through water... Kirin doesn't shock yet it will travel through water Nukite doesn't shock neither...

Also, Tobirama's FTG-Giri is only B-Rank that work best from the blind spot of the foe. Unlike Minato's FTG level 2, which a level higher than Tobirama's (A-Rank). And I don't see how the Kunai is going to replace the power of the Rassengan either. So, yeah, I don't see Tobirama winning this with so much disadvantages.
