I thought he used "Creation of All Things" (万物創造, Banbutsu Sōzō) to create the tailed beasts. It's the jutsu from which Izanagi came from. And i tend to think that only this has to power to convert imagination into reality, while Izanagi on the other hand can only turn reality into imagination... otherwise don't you think Danzo or Tobi would have made better use of it?OK, my theory isn't very common but I think it makes the most sense.
Basically, I think Tobi is a creation from Izanagi... think about it, Izanagi can turn reality into imagination (as Danzo used it) but can also turn imagination to reality which we've never seen being used after the sage of six paths used it to create the bijuus.
Ok, what do you need to be able to use this technique? The sharingan, but also the senju DNA. Which is why Danzo had it implanted into him by Orochimaru. Madara also had both after his fight with the 1st Hokage as we have seen him use wood style jutsus.
So, before he died he used Izanagi to create Tobi. Probably so Tobi could revive Madara later on... using Nagato! Yes, Tobi has said he was the one who gave Nagato the rinnegan, and when Madara was revived he spoke of him.
Of course we don't know all the details, but from what I conclude, Tobi is some kind of replica of Madara created using the powers of Izanagi.

Well said Leeizanagi has the power to take away any injury by turning it into an illusion and recreating ones own body or something like that and was derived from the sage of six paths jutsu called "creation of all things" which had the ability to create things out of nothing.

I'm gonna go out on a limb here and say that I don't think controlling Kyuubi could be done without a high degree of mastery over the Sharingan. Tobi put Konan in a Genjutsu to reveal Nagato's location; Not to mention he performed Izanagi. Also, how do you explain his one Space/Time Jutsu centering on his right sharingan? How do you know Tobirama's real nature? We basically don't know anything about him, except that he invented Edo Tensei and had pretty badass Jutsus.
Does it seems that Tobi has mastered the Sharingan? I haven't seen him put anyone into a Genjutsu yet, or use Amaterasu or anything so far. Where did you get that assumption.
