Kisame has seen Madara's face 2 times. If you pay attention to what Zetsu's whole role is in the akatsuki and to Madara you would understand that he is the only one that knows the real truth to why Madara is hiding. Itachi knows that Madara is alive, so does Onoki, who fought alongside Madara.

Yes, the Manga is totally real life and effects everyones thoughts towards him. he's so totally Obito, a 13 year old dead Uchiha that wears goggles so that dust doesn't make him cry.
Madara was the strongest ninja in the world. He even had EMS. He could tame tailed beasts like little puppies. No idea how did Hashirama beat him. That's a mystery yet to be solved. But he sure did like to fight.
Have you seen the face on 5 kages when Tobi told them he was Madara? They were shocked and frightened, Tsuchikage said Madara could have easily wiped the floor with their bodies. Who wouldn't want to go by this famous and powerful name?
Again, read the manga, the only reason the fight happened was so that Madara could get Hashirama's DNA. So please read the manga before saying "the fight hasn't been solved" Madara lost on purpose, used Izanagi to make everyone believe he was dead so he can plot his revenge int he future. Is it that hard to understand?
Now, let's look at Tobi.
A guy hidding beneath mask. Coward, pulling strings from shadows. Doesn't posses EMS or MS of Madara. Has Senju dna in him. His damaged body parts can be replaced easily. Can communicate with Black Zetsu who has no mouth.
Mask = Conceals his face(could be damaged or concealing his eyes. He uses Izanagi behind his mask. If people knew he was defenseless or damaged and couldn't defend himself properly they would attack him. he does Posses EMS. You don't lose your EMS.
Has eye manipulating powers similar to Shisuis (as stated by 5th Mizukage).
Posses unique space-time jutsus.
Killed all of his clan-members just to obtain their eyes and to get rid of dangerous opponents.
1 - Madara's genjutsu/ eye powers are advanced but he doesn't have Shisui's manipulating powers, the only reason he controlled the Mizukage/3 tails beast was because the tailed beasts are easily controlled by the sharingan, and the mizukage was a jinchuuriki during that time.
2 - Space time Justu is most likely copied and improved over the 2nd Hokage's technique.
3 - Killed all his clan members because Itachi wanted to prevent war against the ANBU/Konoha.
Now, tell me people, do you see any connection between those two?

And if Tobi really is Madara than he trully is but an former shell of himself.
