I think he can. Shinra Tensei itself isn't gravity, Nagato uses his gravity power in order to generate pressure waves. Since Tobi is dematerialized, the shockwaves would pass through him. And I'm not sure gravity can affect him, after all Tobi can just sink into the ground and come back up. If gravity does affect him he would just sink in the matter when he's dematerialized. And how Chibaku Tensei will hurt Tobi? Even if he gets attracted he would pass through the rocks anyways.
I believe Shinra Tensei is just the reverse of the pull of gravity but more condensed. So Shinra Tensei should still be able to hit Tobi.
I will admit that it seems Tobi is able to manipulate gravity to SOME degree. But my theory is that Tobi can only manipulate gravity when he's under the Earth. So Tobi can't control gravity while he's above ground. If Tobi is able to manipulate gravity above ground then he would be able to fly. So far I have not seen Tobi flown.
If Tobi could fly then during the Konan fight while he was falling Tobi would have flown and phased through the left/right side wall of water and explosive tags and then teleported away while underwater because it would have taken time for Konan to reach Tobi underwater.
I do believe though that if Tobi is inside Chibaku Tensei he would be able to move around freely inside with his control of gravity. Tobi can't leave Chibaku Tensei because he can't manipulate the gravity to fly away or fall once he's outside of Chibaku Tensei. The rocks would crush Tobi if he tried to teleport away while inside Chibaku Tensei since he materializes during teleportation. If Tobi tries to teleport away from Chibaku Tensei while outside then he would be open to attack at the moment he materializes to teleport.
