Just read the bolded parts if you're too lazy to read the whole thing.
I think the only techniques that Tobi can't phase through are Shinra Tensei, Banshō Ten'in, and Chibaku Tensei. These three techniques are basically the power of gravity and Tobi can't control gravity while above the ground.
Tobi is able to manipulate gravity to SOME degree since he can phase through the ground and move freely. My theory is that Tobi can only manipulate gravity when he's intangible under the Earth which allows him to move freely underground (up, down, left, right). If Tobi wasn't able to control gravity while underground then he would fall to the Earth's core and be stuck there. So Tobi can't control gravity while he's above ground and that means that Tobi CAN BE touched by gravity. If Tobi is able to manipulate gravity above ground then he would be able to fly (moving up, down, left, right in the air). So far I have not seen Tobi flown. During the Konan fight, being able to fly would have helped Tobi but he couldn't fly because he can't control gravity above ground.
Tobi was being pulled into the split ocean by gravity in his fight with Konan and Shinra Tensei, Banshō Ten'in, and Chibaku Tensei are all attacks based on gravity.
It seems that when above ground, gravity is the only thing that Tobi can't phase through. Banshō Ten'in would be able to pull him in (it lifts Tobi in the air and pulls him) but he can't be touched so it doesn't matter. Shinra Tensei can send Tobi into the air (Hinata) and more Shinra Tenseis can be used to attack Tobi mid-air. Tobi wouldn't be able to teleport away from a Shinra Tensei since his teleportation isn't instant like Minato's teleportation. Every time that Tobi tries to teleport he also materializes so other normal non-gravity based attacks would work if Tobi tried to teleport away from the Shinra Tensei.
If Tobi is inside Chibaku Tensei he would be able to move around freely inside with his control of gravity. The rocks would crush Tobi if he tried to teleport away while inside Chibaku Tensei since he materializes during teleportation. Tobi can't leave Chibaku Tensei because he can't manipulate the gravity to fly away or fall once he's outside of Chibaku Tensei. If Tobi tries to teleport away from Chibaku Tensei while outside then he would be open to attack at the moment he materializes to teleport.
So what does everyone else think? Would a Shinra Tensei be able to damage Tobi or a Chibaku Tensei can pull him in?
If someone wants to prove me wrong then they should give me a good explanation as to why Tobi was falling into the ocean during his fight with Konan. I say that gravity was pulling Tobi and that's why he was falling.
