Why does everyone keep saying Minato? His abilities have not been fully shown in the series. He was able to dodge a full out attack by the ragekage which is something no one else in the world able to do. Also the 3th Hokage fear most was Orchi bringing him back with the impure resurrection jutsu that why he have to seal the third coffin before it fully resurrected.
Also talking about strategy he plan about 30 moves ahead of his opponent when he fight. Just look at his battle vs the mask man. The mask guy have the advantage because he caught Minato by surprise and he was worry about his wife and kid.
To determine if he underrated or overrated we need to see a few full out battle not just 1 where is so often painted as someone who handicap by the people he care about.
Also how often does someone make a new jutsu in the series. Some of them spend their whole life and unable to make 1 new jutsu. Minato we know made at least 2 before he die. One is the rasegan which was suppose to be develop in something something beyond the s rank jutsu. Also his Sealing Jutsu is simply amazing that after all of this time still a mystery to top rated Ninja like the pervy sage.
Finally he never been defeated. Not even by someone who sneak attack him and endanger his wife and child.

agreed however alot of people seem to forget that he was defeated in a battle thus costing him his life.
my choice is kakashi he has alot of techniques, but he can't use almost any of them because of his stamina/chakara.
The most underrated ninja is by far Tsunade

Minato. It's annoying how people thinks he's godly.

Itachi isn't overrated. he defeated Kakashi, Oro and Deidara. Easily no sweat. He deserved those victories.

madara i expected more out of him and the ms he went right to the rinnegan he had no real unique powers like amatarus , tsukiyomi or timeshift jutsu to it like kakashi or tobi he came to be overrated to me want to see more of his sharingan Anbu Intel!!!!
