Minato - We havn't really seen that much from him except his fight with tobi.
Everybody thinks he's unbeatable.

Itachi - If you dont know his abilities, then its pretty much over. However, if
you do know his abilities and have an appropriate counter, then he isn't
unbeatable. Tsukuyomi - Dont look into his eyes. Im pretty sure
clone and substitution techniques can counter it. Amaterasu - again,
clone and susstitution techniques. Also, if your fast enough and have
techniques such as oral rebirth, then you can counter it.
Susanoo - Itachi's weakness I think is his stamina. If your able to
stall him eg. Edo Tensei (the resurrected must avoid the sword!),
clones and substitutions and long rage attacks eg. gaara and his
sand, then his chakra will be depleted or he'll be forced to cancel
the technique. That brings me to my next point - long range fighters such
as gaara and sasori are bad match ups. Also, people like the raikage who are extremely
fast can mean trouble.

The other shinobi which I think is overrated is kakashi. I also noticed a few people mention sasori. I actually think he's underrated.

Overall Kakshi or Minato. Everyone thinks Kakashi is so strong just because he has that sharingan. He can barley even manage it do you see the after affects of using normal sharingan too much. And he wants to use mangekyou sharingan psh Minato everyone thinks is unbeatable just because he has FTG but if you fought someone with susanoo he could get to close or he would die.

Nagato as well, lol he is immoble and people make him beast mode...itachi got around his weak spot with shuriken im sure that another ninja could as well *dont know who, but its not impossible*
