Whether Tobi's Izanagi is complete or not doesn't mater, the reason Kishi wrote, Senju AND Uchiha with the "And" in bold is because he wants us to know they do require the dna of both clans.

So until you get a hold of the Japanese version of the manga, learn japanese above a 1st grade level, and translate it for yourself, you won't know what Kishi actually said.

Kinjutsu (禁術; Literally meaning "Forbidden Techniques") are techniques that have been banned from being taught or used. I.e forbidden.

So Izanami is indeed called a forbidden technique in the latest episode

some more points which can help improve your theory,

Izanagi was used so6p.
so6p had both sage eyes and sage body.
now, izanagi can be used by uchiha's as they posses sage eyes but it would be still incomplete and you would need sage's body means senju dna to use complete izanagi.

What if Kabuto modified Itachi with the 1st Hokage DNA too? just like how he did with Madara, and simply Itachi knew he had it but didn't want to use any of his Jutsu's, then decided to use Izanami on him, a technique Kabuto didn't know about, lol..

I don't fully agree with you, but it's a nice theory that seems plausible.

I will give you Izanami, since there is no evidence that Itachi ever acquired Senju DNA.
It's more likely that he didn't, given that his chakra reserves aren't really noted to be gigantic like those infused with Hashirama's DNA.

But Izanagi was stated to need both. It would make sense that Tobi states that it's a Uchiha Kinjutsu because Uchiha are more reliant on their Sharingan than their ears like Zabuza would be.
