Isn't rikodou responsible for pretty much all the justus in existence. What are you talking about? Tobi claimed he could use a complete Izanagi and still went blind. That's just the risk of using Izanagi. They can only use it once because they will lose the light in their eye, that's the risk you take. For outsiders if you use the Sharigan period you will take a heavy toll on your body just like Kakashi. Senju by DNA are related to Uchiha's so they are different then other outsiders of the Uchiha.
I have not read any of the previous post so I don't know if anyone has called you on this but:
1- Nowhere in the last episode was Izanami called a forbidden Uchiha technique.
2) Now, its MY belief that they are Uchiha techniques, because the Uchiha are the only clan with multiple eye jutsus, unlike the Hyuga. If you don't have a Sharingan, you can NOT use any of the Uchiha techniques.
3) You are throwing lots of speculations o this, without the manga backing, which means lots of mistaken assumptions.
4) What your post made me think though is the fact that you CAN develop new eye techniques if you mix certain DNA with Uchiha's. Izanagi is the best example,because it combines Senju dna with Uchiha's. If that is the case, the possibilities are endless.
5) It seems like a hobbie around here, but before making wild assumptions I would suggest for people to wait out the series. This however makes me think that Kishi, while making a great manga, doesn't keep his own facts straight nor does he follow his own rules.

Actually it doesn't explain everything. 2 pages after that Tobi then basically says you need Hashirama's powers to control Izanagi and you have to fully control Hashirama's powers to complete Izanagi. So why on the page when he introduce the technique to Konan says you need the powers of Uchiha and Senju and makes it seem in general? We know that Hashirama has very special chakara, no other Senju is known to have chakara like his at all. So why would Tobi claim you need his powers to use this ability if you can just get it from just being a normal Uchiha/Senju half breed? This is exactly why Izanagi can probably be used by Uchiha's but the technique can be further enhanced by Hashirama chakara.

Yeah but what you say here goes both ways. I know Izanagi is an ability the Uchiha developed based on the technique "creation all techniques". But manga translation and anime translation pretty much say the same thing about Hashirama's power and Izanagi. I don't think they ripped the translation from the manga because the wording is different but w/e.
You need the DNA it was said.. Because Izanagi was born from So6P technique, and Sage was both Uchiha and Senju in one.. And just think about it why madara tried to obtain the power of Hashirama ? Mokuton ? Ofcourse not, but for izanagi After he succeded he used it and faked his death so that it would convince even Hashi..

Now alot of people still think you need senju or should i say hashirama dna and that might be the requirements of izanagi only and not izanami, but since they are a pair it would make sense to say that you also need senju dna, but that isnt the case.
Both techniques have been said to be uchiha forbidden techniques which makes sense to assume that they can use it without hashirama dna. The only reason why people think you need hashirama dna is because danzo and tobi needed, but i ask you this, are they uchiha's.?. Danzo for a fact isnt an uchiha, but we still dont know about Tobi and tbh this chapter has hinted that he might not be an uchiha if he needed senju dna to use an uchiha forbidden technique.
I believe a true uchiha with an uchiha body and shairgan can use it without senju dna, whilst people with shairgan's but do not have uchiha blood/body/dna, need senju dna to use it. Example itachi has said that an uchiha blood is what is required for the sharigan to work best;

This clearly also ties into the fact that a sick itachi spammed ms technique's quiet alot against sasuke and even activated susano's full form. Same as sasuke after spamming several ms techniques, he was still able to activate susano's full form against kakashi whilst kakashi at full health and 100% used one ms technique and this happened;

What im basically saying is that it could be that only true uchiha's with uchiha body and blood can use their forbidden techniques, whilst outsiders with shairgan need senju dna

Anyway this could be another theory and its actually backed by the manga somewhat. My theory was based on tobi not being an uchiha therefore using hashirama's cells, no different to danzo. But now ive another theory, its similar to the first one and in fact goes hand in hand.
I'l still hold my beliefs that a true uchiha can use both technique without hashirama dna, but its incomplete. That is the key word incomplete
Now i believe non uchiha's with the shairgan, need hashirama dna to use either technique's but that will also be incomplete.
Now this is where tobi comes in. Tobi was said to have the complete izanagi, whilst danzo was said to have the incomplete. This could turn the theory around and actually support the theory that tobi is indeed an uchiha. Because he is complete, he is not only an uchiha meaning he can use izanagi (although it will be incomplete), but with hashirama's cells he can use the complete izanagi, since he is a true uchiha, but also has hashirama cells.
So basically true uchiha's = incomplete
Non uchiha's with hashirama dna = incomplete
True uchiha + hashirama dna = complete
well itachi is dead after all and i think with da edo tensei technique the dead bodies have like infinite chakra rite? because when deidara was fighting kankuru he said dat he could blow himself over and over again and dat move takes all of his chakra so for him to be able to blow himself over and over again his chakra must have no end just like there body. so i think dat itachi being in the edo tensei he has infinite chakra allowing him to do a complete izanagi and izanami but well its just a taught

Deidara said that because Edo's can't die unless they're sealed...blowing himself up only constitute of him being able to reanimate himself and continuing as if he never died....ultimately giving that person infinite amount of chakra as long as he keeps destroying his physical body...reanimating into a new one...

extremely well thought theory... and ground breaking evidence from manga.. but we also need to remember that tobi/madara is a lies concealed in his truth.. or something like that.. so even when he was boasting of a complete form of izanagi to konan.. bugger might be lying..
Whether Tobi's Izanagi is complete or not doesn't mater, the reason Kishi wrote, Senju AND Uchiha with the "And" in bold is because he wants us to know they do require the dna of both clans.
