Also, you're putting Jiraiya's SM on the level of Hashirama's when they use different types.

he lacks the reaction feats to be able to react to Tobiramas shunshin, therefore resulting in him getting marked and KO'd
His fighting style is also not suited to fight tobirama since he has no way to prevent himsel from getting marked,
tobirama doesnt even need his markings since he would end up marking jiraiya through the use of his KB well before jiraiya uses any of his arsenal

He has no counter for sound genjutsu. Gamabunta fire aoe will scorch him and his clones(His running speed hasn't been shown to be impressive).
