Intel: Manga (basically Jiraiya probably knows Tobirama uses FTG and suiton while Tobirama knows nothing since he is from before Jiraiya's time)
Conditions: Jiraiya starts in SM with Ma and Pa on his shoulders. Tobirama is not edo and doesn't have pre-marked kunai.

Draw I think, Tobirama is a great shinobi, the master's Suiton and teleportation, he is the creator of the fundamental FTG, he also can compared with 4th in the teleportation attacks, we see that against Juubi Jin Obito and Madara. Tobirama is underestimated by many, but he is a really strong. SM Jiraiya has many jutsu's that can save him, barrier sensor, he can use Genjutsu, really strong power taijutsu. I don't see what the summons can do to Tobirama dono, there is no point of them in this battle. Only Genjutsu can take Tobirama out, Tobirama can use his jutsus more effectively than Jiraiya.

Jiraiya still wins without it. When I said he wins I didn't even consider Frog Sound, its just overkill.
