No. Just no. the only one I will give you on this list is mei. I can't even give you the second raikage because tobirama was the only one mentionedd to be on the verge of death after their fight with gin and kin while the second raikage condition was not comented on meaning he was ok, maybe damaged but ok and clearly going to live.

According to the Anbu.. Him and his brother are Hailed as the best shinobi in the leaf.

I'm not mentioning Edo tensei... because in a one vs one it would be like Minato summoning Gamabunta.. plus Edo tensei requires prep time. And its main purpose is assistance.. meaning the other person can't handle the opponent on his own. Like Minato did with 9-tails.

Dude I did not overrate him and nobody else on this thread did either. ANd if we were going to talk about who was stronger of the two I would say hizuren because he has more feats and more hype. I bet he was strong but do you have any idea how strong and if you look at my explination for my opinions I clearly state why his space/time ninjutsu does not mean a thing

WHy would he not be hailed as one of the strongest he was a kage. However he still has no feats or hype that is not just fan speculation and over overestimated ability given based off of the little hype he has.His hype in the leaf is greater then the other hokages.

Dude..... Only HASHIRAMA AND TOBIRAMA are considered the best shinobi in the leaf. Not Hiruzen, Minato or Tsunade. no feats?? taking on a coupde'tat set by the Kinkaku and Ginkaku force who are mini 9-tails...and surviving it. And then Taking on 20 of those ELITE members... Its you people who assume they were fodders. When it says Elite you have to assume Elite , unless proven otherwise.

Tobirama can indeed create water without a water source is actually present, but also other suiton user can do this. In part 1 of the series Kishimoto kept the power scale low, letting b-rank techniques appear spectacular. I don't remember how much of strong suiton techniques were shown back then in part one, I guess Tobirama was the only one able to spit water directly out from his mouth, what equaled suiton usage without a water source available. The Anbu however described the suiton technique Tobirama was spitting out of his mouth as one that doesn't need a water source.
Slowly but surely it starts to annoy when people keep debates though lacking common knowledge of the manga and common sense. Why one have always to state the obvious for those who read between the lines?
