The best performance I've seen from Sasuke in terms of Kenjutsu was when he took on Killer Bee, he was on equal footing for a while until he got owned completely (even with an active and matured sharingan).
Looking at his performance with a sword now, I think it's based on his new found speed. He probably still has the same skill set as last time but his amplified speed has made it difficult to track now.

No petty isn't the word, criteria is key to any comparison. A sword by definition is a weapon used for lethal combat, any non lethal variant wouldn't be a sword but of equal footing to a kendo stick.
The main criteria as shown is the skill that's needed to KILL your enemies with a weapon, using lethal weapons to miss vital points you say? It's actually very easy to miss vital points if you think about it (especially with a sharingan). There are very few vital points in the body like the heart, lungs, vertebra, brain. All of which can be avoided by using blunt force trauma. In fact, it's really difficult to even hit a vital point in the heat of combat, we've seen so many attacks in Naruto that miss, like chidori for instance which is a lethal attack.

Well, he did manage to successfully parry Killer Bee and knew how to fall back before being overwhelmed. I most likely put him at 2nd place because I considered his Sharingan. I'd put him at around Tobirama's level if we disregard KKG or justus.
Madara suppose to be the most expert shinobi in the series in ninja combat but Sasuke seem to be outclassing him now.
I remember early in part 1 ,Sasuke was about to kill Naruto but Sai block his attack .Sasuke complemented him by the way he block his sword because it seem like Sai had some proper training with kenjutsu

However ,when Sasuke arrived,Madara got stabbed through his arm and almost to his chest.Madara have not shown any sign of kenjutsu expert like Sai display to counter sword attack

Furthermore.current Madara with one rinnegan in his eye still have not shown any kenjutsu expertise since he was slice into half with Sasuke lighting blade.Madara did block Sasuke attack first,but he did not know how to counter another incoming attack from him.
As somebody who's completely biased towards both Sasuke and Madara I can say that at this point, yes Sasuke is probably more deadly with a sword than Madara, but your poll says that he was always a better ken jutsu user. This is where I have to disagree. If you gave Madara a sword, and Sasuke a sword, and they were to fight only using kenjutsu than Madara probabl couldve taken out Sasuke no problem up until two chapters ago when Sasuke recieved this enormous boost in speed.
