First of all, the Uchiha clan can be attributed for the blame; they were the ones who bwgan the Coup idea.

If not the Uchiha, blame Danzo. He was the one who forwarded the idea to kill the Uchiha.

But don't say it was Konoha, because that's plain wrong. In the aftermath Konoha didn't hold venomous feelings toward Sasuke; they sympathized with him. Let's not forget it was Itachi's last second request from the getgo to leave Sasuke as the sole survivor.

It was because of the Uchiha clan planning coup d'etat. If they succeeded at it, the other nations would take advantage of this event. Which would lead to everyone having a depressing life because of the killings that will happen because of war.

They were forced to live under the leadership of the senju even though both clans made the village. The only one ballsy enough to stand up to the injustice was madara at the time. The senju betrayed the uchiha from the very beginning.

your reasoning makes no sense. the HOKAGE has control over where they are and the hokage has to make an effort to fix and problems within the village and like you just said why would they even try, if there only solution was to get everybody killed instead of actually trying to fix the problem then the blame falls more on them. the 3rd hokage wanted to fix it but did the uchiha ever ask for help or come to the 3rd with a solution?
