Correction, its not just the rinnegan. Main point of thread was a EMS user by themselves cannot stabilize PS.

When Madara fought Hashirama, he was shown using PS not stabilized. But this was his final battle with Hashirama so why wouldnt he use all his strength?

I believe this as well. Neither Sasuke nor Madara showed it before obtaining Rinnegan. Of course others will argue it was when it cloaked Kurama, but I don't think so.

2. It houses the diamond on the forehead, also unique to Perfect Susano'o.
3. When Madara used PS, Tsunade commented that Hashirama fought it, and Madara's words implied it was true.
4. Sasuke commented it was the same as what Madara did at VOTE to Kurama, which was wrap Kurama with PS
5. Has the same armored plating throughout that PS has.

Wrong. It's still the same stabilized PS. Madara's PS is bigger than 100% Kurama, so obviously he had to reduce the size of it to armour it around the 9 tails. It has the same tengu nose, same features etc And it was still capable of wiping out mountains with his sword slash alone. (without using tailed beast balls to help) Nothing implies it wasn't the stabilized PS.......

Lol No Sasukes basic v4 Susanoo has a horn, that could be just its horn sticking out. Yes its possible you cant stabilize that much power without the Rinnegan.

I am aware of that. But if you look at the kurama/PS combination Madara did, it has far more similarities appearance wise with the "stabilized" version than the unstabilized version. Plus the fact that the sword was capable of wiping out mountains(even without using the 9 tails bijuudama to help) when no other version(other than the stabilized form) has shown the ability to do so.
