Obviously Konoha is currently he strongest, I was just reviewing the Pain invasion, when I started thinking, what if it was another village?
I came to this conclusion

I came to this conclusion
- Iwagakure: The only thing that would've saved Iwagakure is dust release, which, due to the nature of the invasion would have to be used several times and Onōki doesn't have chakra feats of that magnitude. Civilian death total would top konoha's if Pain was ever stopped.
- Kirigakure: Nothing about the mist suggests it can withstand even Orochimaru's invasion. We haven't seen the village as a whole, but from what we've seen and heard, the landscape and the ninja wouldn't be able to prevent Pain from destroying it. Sorry, but Deva is the perfect counter to every mist ninja. Animal Path and Deva would walk away from this. Debatably Asura and Human.
- Sunagakure: After thinking awhile, Gaara and his siblings, with the rest of the Sand fodder couldn't keep up. Gaara's massive jutsu scale would help a great deal and protect the village for a while, and Temari would support, while Kankuro and other jonin fodder would protect the civilians. We've seen their fuuton users who look like Part one temari clones, but with due time, the sand siblings would be overwhelmed and killed.
- Kumogakure: They prevent any major destruction. Cee shows average healing skills, and as long as they have medic teams, which is probably a village standard, Bee's Team of swordsman can escort the civilians to a safe place, Darui and Ay can take out Human and Asura respectively, and then Ay can take the Naraka path and Support Bee to overwhelm the powerful paths. They do this with minor casualties.
- Bonus Scenario: Hebi Sasuke is in the village to help, and he is in Konoha at the start of the invasion: I think this changes a lot. If he is present before the Deva Path kills Kakashi, they can take him and prevent CST. If this happens, Naruto might not be needed.
