Kishimoto himself stated he made Sakura prettier each time to avoid the hate she gets, and you know how pretty she is in Chapter 700 ~

She can have her stupid moments but most of the judgements that she makes in battle are pretty good unless Sasuke is involved. She is a good Shinobi she but lets her emotions get in the way of her judgements a bit too much.
