Actions that will require everyone he is ruling over to participate, meaning its an action that will not be solely Naruto's.. So there is no out-weighing, if this was during a war time.. I would agree with you, however, during peace? no.

a Hokage/president has power because of the people he/she has under them. A Doctor has importance due to his skills to help out a sole individual.

War doesn't happen 24/7

Disease/sickness/injuries happen 24/7

You do realize Sakura's most likely retired. Right?

At this point i don't even understand why i argued about the distraction. It was a dumb move on her part.

My point was that she's not an imbecile, as that one scan implies (quite the opposite, actually), and that it is far from enough to deny her the title Kunoichi.

Still sucks as character, though.

No she is not a complete idiot as she learned medical training, and can somehow treat poisons. On combat however, each time she was displayed to fight something rather than ... White zetsu for instance, who are complete fodder, Sakura seems to act like a complete retard. I'm just saying if Sakura wanted to cause a distraction, she would of hit the ground instead of jumping in front of a man who held a sword.

Maybe Kishimoto just thinks she's an idiot too? I have no idea. I'm just pointing it out.

One Medic isn't as important as One Kage. in almost all scenarios.

OP: She is a good shinobi if she puts her mind to it and Kishi does not troll her(the Sasori fight shows this).

THE reason was that she had no clue whether this would LEAD to any ADVANTAGE (and it DIDN'T).
That's called PLANNING - a feat ENTIRELY UNSEEN in the Team 7's case (including Sakura).
