Kaguya fought naruto and kakashi and didnt use it. Sasuke saying ramped up SusanoO. What do you think he meant by ramped up? Its a process of adding his ocular powers to SusanoO. SusanoO cannot stop light or Zetsu wouldve known it. A rinnesharingan user like Sasuke cant immune himself against light.
