I would personally put Shisui higher, but his position is understandable since we haven't seen much about him.
Really though, excellent list. I like how you actually mention that Obito could beat Madara. Really, he could.

Idk how danzo is over itachi, thats just maddness to me actually there's so many people in front of itachi that shouldnt be i cant even name them all(i could im just lazy smh). And neji under Zabuza? come on neji is kage level in a 1 on 1 if you ask me

For me Danzo is stronger cuz in the FB Itachi and Shisui seemed to fear him, he even managed to take Shisuis eye, that shows his power at least what he had at that time. He knew all Itachis MS techniques(describing all of them against Sasuke), so he can't be surprised. With Izanagi he can fight for long, when Itachi has low stamina in the contrary of Sasuke, and even Sasuke had a hard time to keep up doing that. Neji over Zabuza? Neji Kage level? I think you must be joking right? Can you show me what put him there when he has practically no feats in part2?

hanzo was the mizukage, so he is in the wrong tier, and he was defeated my mifune, who is also in the wrong tier, he can prevent ninja from using ninjutsu that is an impressive ability without comparison.

he wasnt the mizukage he was the leader of the Hidden Rain village but i agree he could be higher imo

You're clearly going only by hype. If you think Obito can beat Madara then whatever you're taking is strong. Obito is 1 level below Madara but that's it. Sasuke should be on Naruto's level since Kishi made them to be equal. Minato should be 1 level lower because he's strong but he's nowhere near as strong as everyone else on the tier you placed him. Everything else I kind of agree with though.

And that's when we don't count his Rinnengan abilities with Gedo Mazo, etc. Those are the reasons why i think that even for Madara, Obito is a dangerous opponent which i believe could beat him

I understand all that but Obito had to be trained by someone right? And the only person who would teach him would be Madara. Madara knows essentially all his moves and vice versa. At the end of the day Madara has 10x more experience than Obito and that's what would win the battle.

Still you underrated Temari. She'd wipe the floor with most ninjas in the tier above her. The same can be said of Neji, Rock Lee and Kankuro.

Not just anybody can Take on Naruto BM, Killer Bee, AND Itachi at once. And he's able to OHKO two of them at the same time. He also OHKO'd the entire Leaf Village. The Sand AND the Sound Villages put together couldn't even do close to what Nagato did...
