Well, Kakashi was given his MS. It's true that he mastered it himself, but still.
I think the answer is either Minato or Hiruzen. They were the greatest without talent. Although, I'm not so sure about Hiruzen.

Yeah, by born with talent, i meant like bloodline or a special clan trait. we have never heard about the namikaze clan being special, no proof of the sarutobi clan having any dna traits, nothing about the momochi clan, or the hoshigaki clan, or the 3d raikage's clan either. Just wondering how you got that "half the characters" were given/born with a clan's ability:shrug:
