So, one of the questions i have been asking myself for a while now: Who IS the most powerful Shinobi who was not given or born with his or her powers (meaning they worked for it).

1. Minato, wasn't born with anything or given anything. Created and earned it fair and square, he is the ultimate shinobi for me(not powerwise just an awesome ninja).
2. Orochimaru(Genius)
3. Rock Lee for him busting his azz of 24/7

He had kyuubi and uzumaki blood to start with, but I also agree with you because a jinchuuriki must put very hard work to manipulate biju chakra(if not, it would just be a burden to them )

cant be kakashi (he got his fame from his sharingan, thats how he uses kamui, his 1000+ ninjutsu, and that he got from obito) it also cant be naruto (he got the Kyuubi or Kurama sealed in him from birth)

well , i think all of the ninjas have certain talented areas in manga , all except Rock Lee .

oh, im sorry if i didnt clarify thoroughly enough for you. When i said "born with" i meant like kekkei genkai, or people who are from clans that have hereditary traits (such as the uzumaki's long life and chakra)

Yes but you forget he doesn't have the DNA necessary to master it and it's such a disadvantage cuz he runs quickly of chakra, but even with that he mastered it more than majority of Uchiwa themselves, creating his MS technic on his own.

I think the answer is either Minato or Hiruzen. They were the greatest without talent. Although, I'm not so sure about Hiruzen.

Hiruzen also got his help from 2 strongest Senjus lol, at any point he's weaker than Kisame.
