Oda's been known to foreshadow things in the anime filler that become canon later in the manga.
Just wait till it gets clear, no one has proofs about Buggy's statement being true nor anyone has the evidence to deny it.

Honestly, I just think Oda choose the name Silvers because the captain's name is Gold (well Gol D.), you know, Captain and First Mate, first and second. I won't be surprised if another member of Roger's crew has the name Bronze in it. He did something similar with the Medaka Mermaid Quintuplets, Ichika, Nika, Sanka, Yonka, and Yonka Two (the last one Usopp made a joke saying why not Goka).
