- Why would Gai charge faster with TSB's coming at him? You said it yourself. Gai didn't move an inch. Why? Minato was right in front of him and wasn't who he was aiming to hit or attack considering he had hand in a position for the last step. Why would he move at full speed with Minato right in front of him? Not to mention Gai wasn't surprised or fazed by Minato appearing in front of him.

Madara said 8G Gai was fast after the first strike of EE the second time. Pretty sure that says a lot coming from a Juubi Jin.

7G already proved that his reaction and striking speed is superior to Minato's.

Minato struck first but was struck before he could even move by Madara meanwhile Gai on the other hand made contact 2 or 3 times forcing Madara to evade and block. He wasn't even struck unlike Minato and left Madara surprised twice. Showing 7G Gai> Minato in terms of striking speed and he was fast enough to react before Madara could strike him.
